The government of a country under rule of law can be trusted by its citizens only in so far as it governs in accordance with law and achieves effective administrative performance. An effective government must have outstanding public servants to implement public affairs and serve the public. To ensure that public servants are held in high regard, the state must establish rigorous systems governing examination & selection, employment & promotion, salary, merit evaluation, status protection and etc. Only such systems can ensure that public servants will respect their status, and act dutifully and proudly serve the public interest. Public servants are obligated to serve the state loyally; any public servant who violates this obligation shall bear the responsibilities set forth in the Law of Disciplinary Sanctions of Public Functionaries. The purpose of this law is to maintain official discipline and punish public servants for violations of their duties.
